Essential Functions and Objectives:
 
The Program Manager, Flexibility and School Support, will be responsible for leading multiple efforts to improve the execution of the Denver Plan flexibility strategy, particularly to ensure clarity and equity of access to schools electing flexibilities, and overall service to schools. Specific projects will be designed by this role, in conjunction with the Associate Director of Ecosystem and School Support, to define and communicate what’s flexible and what’s not, across the district; to improve schools’ ability to actualize their flexibilities; and to define systems and structures that help service teams provide schools with the services they need.  
This role will also support Portfolio Management leadership in developing policies, systems, and frameworks for improving service to schools and granting schools increased flexibility. Expected outcomes are increased acceptance and recognition of flexibilities and improved service to schools from support teams. 
 
Personal & Values
- Improve schools’ and service teams’ awareness, knowledge, understanding, and acceptance of flexibilities; create and coordinate communications related to flexibilities (both to schools and other departments).
- Communicate about all efforts proactively; provide regular, professional, and appropriate communications to colleagues, other teams, department leaders, and senior leadership.
 
Vision & Strategy
- Partner with department leaders to develop strategy and multi-year plans to advance the flexibility strategy and/or improve service to schools.
- Facilitate the development, implementation, and refinement of processes to collaborate with school support teams to define what is flexible and what is not, across the district – including district-managed schools, innovation schools (including their variety of waivers), and charters.  Includes partnering with multiple senior leaders.
 
Operational & Organizational
- Facilitate the integration of alternative governance models into district operations. Develop systems and processes to ensure they receive appropriate communications and support.
- For universal flexibilities, define methodology for determining what is made flexible when and how funding is calculated. Create resources, arrange trainings, and maintain and improve, as needed, the systems for tracking school opt-in submissions (both requirements and status).
- Execute with excellence in all areas of project management, when needed. Assume primary responsibility for project management and for facilitating completion and communication on all project deliverables, including project charters, project plans (including milestones), change management plans, and as-is and to-be process maps.    Lead efforts to monitor progress against cross-functional objectives and milestones set in project plans. Develop and maintain relationships with teams to track progress, risks, and issues and determine if/when/where changes, mitigation strategies, or additional steps are needed.
- Develop and implement systems for tracking and monitoring service issues schools are experiencing, and the efforts led by PMT and others across the district to improve service. 
 
People & Culture
- Develop and maintain many cross-functional relationships; use informal influence to spur work forward. Through relationships, track progress, risks, and issues and determine if/when/where changes, mitigation strategies, or additional steps are needed.
 
Community & Equity
- Lead multiple efforts to improve service to schools, understanding both schools' and support teams' perspectives.

Knowledge, Experience & Other Qualifications:
 
- 4 years of project/program management or similar experience in a professional setting required.
- Experience working in positions with high levels of ambiguity and regular exposure to senior leadership preferred.
- Experience in significantly contributing to change initiatives in K-12 education and/or large, complex organizations preferred.
- Ability to multi-task and juggle management of several high-priority projects in parallel.                
- Strong inter-personal skills and ability to work with individuals at all different levels in the organization on challenging and time sensitive work.                                                                                                       
- Demonstrated experience performing as an effective leader and team player, and recognizing and resolving conflicts or potentially controversial situations through diplomacy and informal influence.
- Self-starter/leader who can anticipate department needs in a proactive (versus, reactive) manner.          
- Ability to develop, plan, and implement short- and long-range goals, establish priorities, organize resources, and work independently.                                                                                                      
- Innovative and entrepreneurial, thinking creatively to develop solutions.            
- Ability to communicate diplomatically, persuasively, effective oral, written and presentation skills.
- Strong organizational and analytic skills and strong attention to detail.                                                                  
- Experience in data management and analysis.                           
- Demonstrated proficiency with Microsoft Office products including Word, Excel and Outlook.                                                                                                
 
Education Requirements: 
 
- Bachelor's Degree
- Master's Degree preferred
